Where it comes from

Maryland's budget draws on three standing pots of money. Most coverage cites only the first — the general fund — which is a little under half the total. Everything the state spends has to arrive through one of these.

Where it goes

Start with a function of government, then drill down: agency, programme, and finally the individual line items. At programme level you get the state's own statutory explanation of what the money is for.

Who actually got paid

Actual disbursements to named recipients. This is a different accounting universe from the budget above — money out the door, not money authorised — so the two will not reconcile, and we don't pretend they do.

Methodology & sources

This site is a re-presentation of public data. It adds navigation, not interpretation. Here is exactly what it is built from and where it is weak.

Known limits

  • Appropriations are not spending. Most of this site shows what was authorised. Only the recipients section shows money actually paid out.
  • Years are not directly comparable. FY2017–FY2025 are actuals, FY2026 is a working budget and FY2027 is the Governor's allowance. Every chart labels which it is showing.
  • General fund revenue is hand-transcribed. Maryland publishes no machine-readable revenue breakdown, so those figures are typed from the Board of Revenue Estimates' PDF and checked against its published totals.
  • Revenue and appropriations don't tie out. General fund appropriations exceed general fund revenue because the state may draw down fund balance. We show both numbers rather than forcing them to agree.
  • This is state money only. County and municipal budgets are not included.
